Does a permit guarantee me a parking space?

Purchase of a parking permit allows you to park on campus on a first-come first-serve basis.  You may want to plan to be 10 to 15 minutes early to class.

How do I display my permit?

Permits must be affixed (using adhesive provided) to the lower left-hand corner (driver side) of the front windshield.

Do I need a permit with a Alaska Handicap Permit?

You must have a valid UAA parking permit in addition to a state issued disabled license plate or state issued disabled placard.  This will allow you to park in reserved disabled spaces (or regular parking spaces if no disabled spaces are open).  You may not park in service drives or reserved areas other than disabled parking.  If you have any questions please contact Parking Services at (907) 786-1119.

I am a visitor to campus, what are my parking options?

There are "Pay and Park" machines available to visitors as well as a few meters and our parking garage. Also, visitors are able to buy day passes at the Bookstore, the Consortium Library Circulation Desk and Parking Services.

Is there any free parking on campus?

No.  All faculty, staff, students and visitors must display a valid parking permit or use one of the other visitor options.

Enforcement & Citations

When are parking rules enforced?

Permit and meter enforcement is Monday - Thursday from 7:30 a.m. until 7:30 p.m. while classes are in session.  All other parking regulations are enforced 24 hours a day, 7 days a week.  Permits and meters are not enforced during summer semester or when the University is closed.

How do I pay a citation?

You can pay a citation online at www.scapay.com.  You can pay a citation in person by coming into our office in the basement of the Bookstore.  You can also pay the fine by check or money order made payable to UAA either through the mail or by dropping it in one of our drop-boxes.  Drop-boxes are located in the Eugene Short Hall and outside the Bookstore.  Please write the citation number and your license plate number on the check or money order.

How long do I have to pay my citation?

You have 14 days to pay the citation before a $10 late fee is added to the fine.   After 14 days from the date of issuance one or more of the following actions will occur:

  • -your right to appeal will be forfeit
  • -the citation will be placed on the student account
  • -hold will be placed on the student account
  • -parking privileges will be revoked.

How much are citations?

Citations range from $25 to $500 depending on the violation.

Why was my car booted / impounded?

Vehicles on UAA property may be booted if the vehicle has 3 or more outstanding citations.  The charge for the "BOOT" is $50.00.  Failure to resolve the citations may result in the commercial towing of the vehicle from campus at the owner's expense.  Unauthorized removal of, or damage to, an immobilization device is a criminal offense.

I wasn't driving the car at the time, why do I have to pay?

Since we do not know who was driving the vehicle at the time of the citation, the registered owner of the vehicle is responsible for either paying or appealing the citation.  The ultimate responsibility of the debt belongs to the registered owner of the vehicle per Alaska Motor Vehicle Statutes.

I don't agree with the citation, what can I do?

You may submit an initial appeal online at www.scapay.com within fourteen (14) calendar days. You may also submit a written letter of appeal.  Be sure to include your full address and the citation number.

Appeals

How do I file an appeal?

File an initial appeal online at www.scapay.com within 14 days of the citation issue date.  You may also submit a written letter of appeal.  Be sure to include your full mailing address and the citation number.

How will I know what the outcome of the appeal is?

After the appeal is reviewed you will be sent an e-mail or letter with the decision and any information on what to do next.

What if I don't agree with the outcome?

The next step would be a formal appeal to the UAA Parking Appeals Board.  This requires an appeal form and/or a written statement to the Appeals Board and the payment of the citation in full before it can be heard.  The decision of the UAA Parking Appeals Board is final.  There shall be no further review of appeals within the University system.
